Yes, and it is one of the most common reasons homeowners here call us. One-way and low-reflectance films shut down the daytime sightline from a street, a sidewalk or a long lens while leaving your view out intact. That effect reverses after dark once interior lights come on, so for evening privacy we add switchable or decorative film.
This is the objection we hear most in the hillside neighborhoods, and a properly specified film is effectively invisible from inside. Ceramic and multi-layer optical products run a wide range of visible light transmittance, including 40 to 70 percent options with no color cast or haze. The view holds. The heat, the glare and the ultraviolet do not.
Check your governing documents, since most towers carry an architectural standard for anything visible on the exterior. That said, California Civil Code Section 714 limits how far an association can restrict energy-saving improvements, and energy-efficient solar film generally sits inside that protection. Boards approve much faster when handed a spec sheet and an exterior photo, both of which we prepare.
